Job Description

The University of New Mexico's Project ECHO is looking for a Program Manager to join our ECHO Indonesia team based in Jakarta, Indonesia. This position will play a key role in the planning, development, and implementation of the ECHO model Indonesia. This is a full-time, one-year contractual position with the option for renewal. Objective of the Position The objective of the In-Country Consultant position is to provide support for ECHO Institute’s grant work focused on expanding access to cancer care in Southeast Asia. The consultant will work with Dharmais National Cancer Center, ECHO India, and ECHO Institute to provide effective engagement with potential new hubs to support the success of ECHO adoption within the cancer care network in Indonesia.


The In-Country Consultant will perform the following duties: 

  1. Participate in strategy development for the Indonesia ECHO community and keep the ECHO Institute and ECHO India informed on developments from important strategy meetings. 
  2. Assist Dharmais National Cancer Center as an ECHO hub and potential superhub by: 
    • Facilitating and enhancing day-to-day working relationships with Dharmais, spoke partners, and other stakeholders. 
    • Supporting hub and spoke partners with IT support, iECHO onboarding, and session coordination. 
    • Liaising with and supporting new hubs under Dharmais to ensure effective implementation of ECHO
    • Traveling to partner sites as required
    • Performing other related duties as required by the functional supervisor. 
  3. Expand the ECHO model in Indonesia by:
    • Presenting the ECHO model and exploring how it could be applied to high priority issues.
    • Identifying potential new hubs and programs and guiding program teams through the launch process.
  4. Perform administrative tasks, including: 
    • Onboarding new consultants.
    • Facilitating accurate data management in iECHO and Salesforce.
  5. Participate in and provide the following reports:
    • A draft workplan
    • Quarterly progress reports on workplan activities
    • Regular planning calls with local in-country partners
    • Regular planning calls with ECHO India and ECHO Institute to report out on any updates or receive guidance on pending issues. 
    • Quarterly and annual reports required by the funder. 
  6. Work closely with ECHO India and other consultants to ensure streamlined ECHO implementation processes in the Asia region.


  • Master’s degree in public health, epidemiology, medicine, health system management or other related field with at least 3 years working experience, or 
  • Bachelor’s degree in any of the above fields with at least 5 years working experience.

  • Theoretical and practical knowledge of public health setting and public health issues in Indonesia.
  • Demonstrated effectiveness in oral, written, and interpersonal communication skills including with high-level leadership and in multicultural environments. 
  • Demonstrated leadership, management, and collaboration skills. 
  • Demonstrated analytical, critical thinking, and problem-solving skills. 
  • Proficiency in English
  • Ability to establish and maintain effective working relationships with high-level leadership and people in multi-cultural environments with sensitivity and respect for diversity, equity, and inclusion. 
Other Considerations We work with partners all over the world and therefore work outside of normal business hours may occasionally be required.
