Job Description

AVPN is seeking a Manager - Policy to strengthen our policy engagement and thought leadership in India. This role sits at the intersection of market development and policy strategy, requiring both ecosystem-building capability and strong execution discipline.


With dual reporting to the Regional Director, South Asia and the Assistant Director, Policy, this role will:
  • Drive policy engagement and partnerships in India
  • Support the delivery of regional policy initiatives within the South Asia market
  • Bridge global policy priorities with local market realities
  • Strengthen AVPN’s positioning with government, multilaterals, and ecosystem partners
  • Shape and articulate compelling policy narratives that make engagement attractive, relevant, and valuable for AVPN’s member organisations
The ideal candidate combines policy fluency with strong stakeholder management skills and thrives in a lean, high-performance environment where strategic thinking and hands-on delivery go hand in hand.

Reports to: Regional Director, South Asia (primary) and Director, Policy (functional)

Responsibilities

Policy Strategy and Execution (India / South Asia)
  • Support the design and execution of AVPN’s policy initiatives in India, aligned with regional and global priorities (e.g., blended finance, strategic philanthropy, Tech for Good, sustainable finance)
  • Manage end-to-end delivery of select policy projects, including concept development, proposal writing, programme design, stakeholder coordination, and reporting
  • Conduct policy landscape analyses and ecosystem scans to inform AVPN’s positioning and engagement strategy
  • Translate research and stakeholder insights into high-quality communication materials, including policy briefs, decks, and reports
Market and Ecosystem Engagement
  • Work closely with the South Asia Markets team to grow and engage AVPN’s policy community
  • Build and maintain relationships with government agencies, multilaterals, think tanks, development finance institutions, and philanthropic actors
  • Represent AVPN in external meetings, roundtables, and policy convenings
  • Provide internal guidance to colleagues engaging with India policy stakeholders and social investment members
Strategic Positioning and Thought Leadership
  • Support the Regional Director and Assistant Director, Policy in shaping AVPN’s policy narrative and positioning in India
  • Contribute to strategic conversations around sustainable finance, domestic resource mobilisation, and enabling policy frameworks for social investment
  • Develop high-quality presentations and materials that articulate AVPN’s policy value proposition

Requirements

Qualifications & Experience
  • Bachelor’s degree in public policy, economics, finance, international development, or a related field (Master’s preferred)
  • 5–8 years of relevant experience in policy research, public affairs, stakeholder engagement, consulting, programme management, or related areas
  • Strong understanding of India’s policy and regulatory landscape, particularly in areas linked to philanthropy, CSR, sustainable finance, or development finance
  • Demonstrated ability to independently manage complex initiatives from conception to completion
  • Proven relationship management skills, with experience engaging senior stakeholders across sectors
  • Exceptional attention to detail and strong ownership of deliverables
  • Excellent written and verbal communication skills
  • Ability to manage multiple priorities in a fast-paced, entrepreneurial environment
  • Strong alignment with AVPN’s mission and commitment to advancing sustainable development in Asia
  • Preferably from Delhi
