In India, the launch of the National Skill Development Policy in 2009 was a developmental milestone in the large-scale skilling efforts by the government, corporations, vocational training providers and the industry associations.

Agrasar entered into this sector after realizing that despite such a large scale effort, millions of people who are at the bottom of the socio-economic ladder still remained unemployable. They are being covered neither by the prevalent nor the upcoming players due to high fee structure and focus on fulfilling the need of the industry than the actual social impact. The real question being faced by all vocational training providers across the country is what competencies to train people in.
