Investing in the IBeeC Strategy: How to Create a Sizeable Impact and Support One of the Most Comprehensive Inclusive Business Strategies in SE Asia

Cambodia is a country of sharp contrasts but also offers unique opportunities. The country is a model case in ASEAN to promote Inclusive Business (IB). The government just finalized a very comprehensive and innovative strategy to promote IB. The strategy for a better enabling environment for Inclusive Business in Cambodia (the IBeeC strategy) has a unique support and unprecedented level of engagement from the public and the private sectors.

Being instrumental in providing sustainable solutions and having a real impact with the poor, inclusive businesses in Cambodia face challenges in finding financing. The action plan for the IBeeC Strategy was created to tackle these challenges.

This event is supported by the Inclusive Business Action Network (iBAN). iBAN is jointly co-funded by the Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union. It is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

What you will learn

This 1.5-hour (90 minutes) interactive seminar presented by the Ministry of Industry, Science, Technology and Innovation (MISTI) and the Inclusive Business Action Network (iBAN) with the support of AVPN, will propose to impact investors, family business networks, foundations and philanthropists how to become part of a movement that promotes private sector solutions for the poor and low-income people.

  • Overview of the Cambodia Inclusive Business environment
  • Understand how Cambodia is a model case in ASEAN in promoting Inclusive Business through its innovative IBeeC strategy
  • The rationale and considerations for investors and philanthropic organizations to support policy action through technical assistance and an innovative risk reduction facility
  • Opportunities of collaboration and engagements in the Inclusive Business strategy in Cambodia

This session will specifically explore the opportunity for establishing the IB Risk Reduction Facility and Social Impact Incentive Fund (IB-RRSIIF) which aims to address the perceived risks of impact investors to engage in inclusive business’ deals by reducing the risks and achieving more social impact. Designed as a public co-financing (10-20%) of investments made by impact investors into accredited IB companies, the Fund would be given as a result-based convertible debt by transforming into a grant should the commercial results not be achieved. In addition, an Impact Incentive part would be provided as a grant and this is particularly relevant for philanthropic investment. The IB-RRIIF could also be set up as a regional fund for the Mekong region.
