Problem

The Philippines has one of the most dynamic economies in SEA, but the pandemic interrupted more than 30 years of decline in the poverty rate, which rose to 18.1% in 2021. The region's digital transformation is opening up numerous opportunities, particularly for the younger generations.


The population of the Philippines has a median age of 24.1, and the digital economy in the Philippines in 2021 contributed almost 10% of GDP. However, there is a real digital divide, as the Internet penetration rate is only 60.1% among Filipino households. Moreover, technology is changing the skills needed in the workplace.

In 2021, 12% of teenagers were out of school and while the high school enrolment rate is around 90%, it drops to 35.5% for higher education, and the bachelor's degree completion rate is 24.4%. Among young people aged 15 to 24 who are neither studying, training nor employed, 24.1% are women, compared with only 13.8% of men. Only 36% of STEM graduates are women.

It is clear that there is a pressing need to tackle these issues in the Philippines, and Passerelles Numériques (PN) has the solution for this.

Solution

Passerelles Numériques Philippines (PNPh) provides an innovative, free 2.5-year Information Technology training in its center in Cebu. It is aimed at vulnerable youths aged 17 to 23, at least 50% of whom are girls. They are selected country-wide based on socio-economic criteria, and must pass a motivational interview and theory tests (in mathematics, English and logical thinking) to join PNPh.


All training fees, accommodation, medical and living expenses are covered by PNPh. In cooperation with the University of San Jose Recoletos, PN students are provided with both technical and soft skills through innovative pedagogy. PN’s holistic approach encompasses the selection, training and support of the students until their professional integration. PN alumni escape poverty in a sustainable way through qualified employment in a booming sector (100% found employment within 3 months), and can lift their families out of poverty. We also contribute to bridging the gender gap in IT and higher education.
